It's a fuzzy question actually - I've always gone by the rule that a ship has boats. A boat is all alone. So.... A cruise ship has life boats. A submarine is called a boat because it has no other boats....

Although there is no universal rule to distinguish a ship from a boat, ships are generally distinguished from boats based on size. Usually, ships are larger than boats. A commonly used rule of thumb is that if one vessel can carry another, the larger of the two is a ship. As dinghies are common on sailing yachts as small as 35 feet (11 m), this rule of thumb is not foolproof.
So there you have it - a ship has boats......
