I have read about many people who have anxiety symptoms right before bed here in these forums. It appears to be quite common. Check out the Ask the Expert page and look at the question "Not sure what it is..." The question doesn't completely apply to you but I think you will find the information helpful.
During REM sleep everything of importance during the day goes from short term memory to long term. Any thing negative can wake you up. Going to sleep scared sets you up to do just that. If it is consistent and bad it will cause panic. During the day challenge the negative thoughts so they can be discarded during REM instead of going into long term. Go to sleep positive and definitely try the warm milk and Camomile tea or ginger mint tea. Try half to a gram of calcium too. But the most imortant is to go to sleep positive and not thinking you are going to wake in panic.
Maybe try some meditation or gentle yoga before bed...or even a nice warm bath? Something to help relax you so that you're actually ready to go to bed and to sleep.
I also listen to guided meditations when I'm trying to fall asleep (and I usually fall asleep while listening to them).
You could also try some of the home remedies....warm milk or chamomile tea.
I've been having this issue where I go to bed. And I am exhausted. And I feel like poop. And I take my medication and I lie down to relax and sleep and then instead of falling asleep, I have a panic attack or two or three… It really messes up my night and my sleep. The next day I feel horrible. It's to the point where I am afraid to go to bed in case I panic again.
